Liquidity is often measured as a function of what impact a given size trade has on an existing market price. As volatility increases, market makers (ie exchanges) become increasingly less willing to make markets on either side given the potential for higher downside risk. This is especially true as evidenced from the difference in market spreads for a 0 BTC, 10 BTC or 100 BTC size trade (small lot, round lot, block).
